Résumé

Entre 1968 et 1971, le gouvernement ontarien a effectué la première réforme globale du système de gouvernance locale depuis l’acte Baldwin par la mise en place de municipalités régionales dans les régions urbaines de la province. De cet effort de rationalisation de la sphère municipale est née la municipalité régionale d’Ottawa-Carleton créé en 1969 et dissoute en 2000, rassemblant les seize municipalités locales existantes au sein du territoire à l’étude. S’insérant dans l’approche de l’institutionnalisme historique, la recherche explorera l’évolution d’une des premières manifestations de la gouvernance métropolitaine au Canada. La recherche sera axée sur la trajectoire institutionnelle d’Ottawa-Carleton en portant une attention particulière aux deux dernières époques de réformes municipales (1968-1974 et 1995-2001) à l’aide du cadre analytique proposé par Garcea et LeSage (2005). Par l’entremise de cette analyse historique, nous avons identifié les mécanismes et les modes de changement qui ont façonné la réforme mise en place dans le cadre de la création de la nouvelle Ville d’Ottawa en 2001. Nous évaluerons ainsi l’influence de la réforme de 1968-1974 sur la réforme de 1995-2001, ainsi que l’impact du contexte sur l’évolution de la vie politique et administrative locale à Ottawa-Carleton et, dans une moindre mesure, en Ontario. Nous avons identifié deux grands écarts qui sont à source de changements graduels ayant influencé la trajectoire institutionnelle de la MROC et, au final, la conception de la nouvelle Ville d’Ottawa. L’étude révèle ainsi que la trajectoire institutionnelle de la municipalité régionale d’Ottawa-Carleton a été caractérisée par le modèle des changements graduels transformateurs.

Between 1968 and 1971 the Ontario government carried out the first comprehensive reform of the local governance system since the Baldwin Act (1940) through the establishment of regional municipalities in the urban areas of the province. This process of rationalization of the municipal sphere led to the creation of the Regional Municipality of Ottawa-Carleton, created in 1969 and dissolved in 2000, bringing together sixteen existing local municipalities under one regional government. Using a historical institutionalist approach, this research will explore the evolution of one of the first manifestations of metropolitan governance in Canada. It will focus on the institutional trajectory of Ottawa-Carleton, paying particular attention to the last two municipal reform episodes (1968-1974 and 1995-2001), which will be analyzed through the framework proposed by Garcea and LeSage (2005). Through this historical analysis, we have identified the mechanisms and patterns of change that shaped the reform that brought about the new City of Ottawa in 2001. We will assess the influence of first era of municipal reform (1968-1974) on the second era of municipal reform (1995-2001), as well as the impact of the context on the evolution of municipal political and administrative life in Ottawa-Carleton and, to a lesser extent, in Ontario. We have identified two major gaps that have contributed to gradual changes, which influenced the institutional trajectory of the RMOC and, ultimately, the design of the new City of Ottawa. The study reveals that the institutional trajectory of the Regional Municipality of Ottawa- Carleton was characterized by the model of gradual change.
