Résumé

This special issue of the Canadian Water Resources Journal is dedicated to the topic of low flows. Low streamflows can be characterized by magnitude, duration, timing and geographic extent. Like floods, their impact can be environmentally and socio-economically significant (Smakhtin, 2001), but the nature of the conditions that create extreme low flows means their impact can be mucj more persistent. This reality makes the dynamics of low flows in Canadian streams important to understand for managing water allocation and quality for human and aquatic ecosystem use. In light of the growing complexity of water management decision-making in Canada, it is timely to review the state of the sicence and practice relating to the estimation of low flows in Canada.
