Risk Assessment of On-Demand Shared Autonomous Shuttles in Peri-Urban Areas Using the Global Risk Analysis Method
In: Transport Research Arena, 18-21 mai 2026, Budapest, Hongrie.
Résumé
The integration of Shared Autonomous Vehicles (SAVs), particularly in the form of autonomous shuttles, is considered a promising solution to en-hance the sustainability and efficiency of public transport systems. This paper evaluates the safety of on-demand autonomous shuttle services oper-ating in peri-urban contexts through the application of the Global Risk Analysis (GRA) method. GRA provides a systematic framework to identify, assess, and manage risks by analyzing the interactions between users and all elements of the transport system. Focusing on the user experience—from booking via a mobile application to arrival at the destination—this study identifies potential hazards, assesses the severity and likelihood of each, proposes appropriate mitigation strategies, and evaluates residual risks. These strategies may include not only technical and operational measures, but also broader public policy interventions to enhance safety and support system acceptance. The case study is based on an autonomous shuttle ser-vice currently being implemented in La Rochelle, France, connecting eight peri-urban municipalities. The objective is to provide an evidence-based risk assessment to guide safer deployment and foster user trust in these emerging mobility solutions.
